Three boats loaded with people are moored at a beach on the Yangtze, possibly waiting their turn for passage through the Gorges.

Commentary
-
All kinds of boats (cargo, passenger, battle ships, etc.) had to wait in queues to get through the gorges with their teams of trackers. The gorges and tracker trails were too narrow to allow multiple boats through at the same time.
